I'm still catching up on this thread, and it is a delectable array of tears, might I add, and I'd like to add my two cents.
People call the NJO (New James Order as I am calling it this one time and never again because I'm having flashbacks to a certain R.A. Salvatore moment--DAMN HIM!) many things. Criminals, bullies, extortionists, smart players using game mechanics to their own ends, the best emergent gameplay hi sec has had for a while, tear manufacturers/refiners/distributors--and yes, I agree--they are all of that.
But they are also rulers of their own little fiefdoms. Not using this term lightly. As I understand it they tend to hang out MAINLY in ice belts (unless their MO has changed lately). In these belts they are the rulers. James 315 is the King of the New Order, and his Knights police his realm. If you want to work in his fiefs, you must pay his tax, or you will be punished.
This is NO different than Null Security Space. Well, actually, it is. No Moons, and the rent is WAY higher out there. 10 Mil for a year? It's like 50+ times that for a month. Or higher, dunno. Don't keep track of neo-BoB (CFC--wasn't Goonswarm's whole problem with BoB the whole Renter mentality? That, and Goons wanted everything? Eh, I don't follow Null politics. Except when juicy tears are involved.)'s rent prices.
There is a difference though--James and his kingdom is a whole lot harder to police than New BoB's space. Because of CONCORDOKKEN. New BoB can scan/close WHs, bubble gates, activate cyno jammers, use jump bridges, field capital/supercapital fleets. field fleets that might fly again if they aren't welped. For James and his Knights, every time they fire a weapon the KNOW they will be dying. So I salute the New Order.
They have staked out their space. It was always about 3 systems, though they do sometimes expand and contract depending on who is online, stocks, etc. Been a while since I had an alt in the Order. Make no mistake--when they're online, and they're holding the field against unregistered miners, it is their space. The Sov belongs to an NPC, sure. But those belts? Those are THEIR belts when they're active. So do something about it.

Then again, if people actually gave this some thought, and listened to The Goblin, they might actually be able to AFK mine in relative safety while/until after the New Order goes after softer targets. They may still be subject to bumping, but that's what setting an orbit/paying the locals their due is for.
Granted, I don't have the permit in my bio, but that's just because I don't live in hi sec anymore.
